The Housing Trust Fund of San Luis Obispo County is a private nonprofit corporation that was created to increase the supply of affordable housing in San Luis Obispo County for very low, low and moderate income households, including households with special needs. Rather than build or operate housing directly, the HTF provides financing and technical assistance to help private developers, nonprofit corporations and government agencies produce and preserve homes that working families, seniors on fixed incomes and persons with disabilities can afford to rent or buy.

Who We Are
The HTF was founded in San Luis Obispo County in 2003 after several years of research, planning and organizing by a broad-based group of volunteers from nonprofit agencies, the business community and local governments. Governed by an 7 member Board of Directors, the HTF operates a revolving loan fund dedicated to the specific purpose of lending for Affordable Housing developments.

To increase the supply of affordable housing for very low, low and moderate income residents of San Luis Obispo County, including households with special needs.
What We Do
Providing lending to private developers, nonprofit corporations and government agencies to finance the development, rehabilitation, preservation or acquisition of affordable housing. The HTF does not provide direct assistance to individual home owners or home buyers.
We are a California nonprofit public benefit corporation with tax-exempt 501(c)(3) status. We have also been certified as a Community Development Financial Institution or CDFI by both the US Treasury and the California Department of Insurance.
Housing for All
San Luis Obispo County continues to face a severe housing cost burden. SLO County consistently ranks as the 2nd or 3rd least affordable county in all 58 within the state according to the California Association of Realtors (CAR). The county had a housing affordability index of 12 in the first quarter of 2023, meaning only 12% of households could afford to purchase a home at the county’s median price of $843,500.
Renters in San Luis Obispo County also experience a severe cost burden with difficulty finding an affordable place to rent. The dream of renting in order to save for a down-payment on a future ownership opportunity is non-existent for most renters.
