Tony Navarro

For the past year, Tony Navarro has served as a Program Manager at the Homeless Services Division at the County’s Department of Social Services administer the HOME Investment Partnership Grant Program (HOME), and HOME-American Rescue Plan from the U.S. Department of Housing and Urban Development (HUD), plus the local inclusionary housing funds, Title-29.  Prior to his transfer to Social Services, Tony worked as a planner for the County Department of Planning and Building, starting in 1996, his work experience encompassed “nearly all” grant responsibilities in the administration of the three HUD entitlement programs – the Community Development Block Grant (CDBG), HOME, and Emergency Solutions Grant (ESG) programs.  Tony’s experience with grant and project management includes affordable housing, public services, including funding for homelessness, public facilities and economic development.  Although Tony is a planner by trade, for many years he was responsible for the plan development of the annual Action Plans, the five-year Consolidated Plans, annual reports, and various other grant administrative responsibilities and reporting at the County level and to HUD.
